Updated 1-20-1999Provisional Questions and Changes: Have heard via the Winston Cup Scene and That's Racin' that there will be changes in the Cup provisionals for the 1999 season. Nothing is finalized yet, but NASCAR hopes to get the changes done by the end of this week(1-18-1999)

based on 1998 OWNER points as listed below.

| Teams are awarded a provisional spot based on the teams position in the OWNERS points. OWNERS and DRIVERS points are different. Teams such as the #50, #30, #31, #98 who have substitute drivers still generate OWNERS points for the teams. |
| There is no longer a restriction to that a team has to be in Top 40 in OWNER points to be eligibile to be awarded a provisional starting spot. If a team is currently in the top 25 in owner points, a provisional start is awarded but the provisionals remaining to that team are not reduced. In other words, only teams below 25th in owner points will lose one from the total provisionals they have remaining. |
| NASCAR has increased the number of provisional starting positions available at each event from four(sometimes 5 when the Champ Provisioanl was used) to seven positions, while increasing the starting field to 43 cars every race. There is no longer a Winston West Provisional available for any of the west coast races. |
| In 1998 provisional starting positions 37-43 rather than 39-42 will be awarded based on OWNERS points. The 1997 OWNERS point standings were used through the fourth week at Atlanta. Starting with the fifth week at Darlington the 1998 owner points standings were used to determine provisional starting spots. Teams who have attempted ALL the Cup races get the provisional awarded first, then it goes down the order by attempts, then OWNERS points |

Each team starts the season with four(4) and earns one more after their eighth(Martinsville), 16th(Sears Point), 24th(Darlington) and 32nd(Rockingham) attempted race. So if a team is out of provisonals going into the 8th race and they make a qualifying run, they earn a provisional and can use it in that race if their speed does not get them into the field. Unused provisionals in the previous year are not carried forward to the nest season. |
| All teams, who pass inspection and fail to make the race, get OWNER points based on the quickest non-qualifier to the slowest earn the position/points immediately below the last car in the field. These points will be included with those earned from the races to establish car/owner priority in gaining a provisional for the race. The driver get NO points for making an attempt, this is why OWNERS points and DRIVERS points for the same team will sometimes differ, if a driver misses a race. For Instance: Sterling Marlin's DRIVER points are not the same as the #40 team OWNER points, because they misses a race early in the season and were awarded OWNERS points. |
| The 43rd and last starting position is the seventh provisional and will be available to a car owner who has a former NASCAR Winston Cup Series champion as his driver, if he has not otherwise qualified or if he does not make the field any other way. If no past champ has failed to qualify for the race then the 43rd spot goes to the next team in the owner points.(or NASCAR's decretion) If no former champion needs the spot, the 43rd position will be set using criteria from the event's entry blank, such as the Winston West provisional or the next car owner in points who has not made the race as long as they have not used their allotment of provisionals |

There is only one former champion's provisional. It goes to the most recent champion when two champions fail to qualify. These do not count towards the provisionals used as they are by Owners points and the Champions Provisional is based on past driver performance and a past champion can use as many of these as are awarded through the whole season. After observing the way NASCAR is awarding provisionals in 1998, I think I have it figured out. If there is one former champion not qualified, NASCAR awards him the champ prov(such as Labonte at Martinsville). If more than one it looks like NASCAR awards the highest ranking champ on owners points a regular prov and the next former champ the champ prov. An example would be Darrell Waltrip being awarded the champ prov at Bristol and Dale Earnhardt and Bill Elliott being awarded regular provisionals based on owner points. But at Texas, Labonte and Elliott were awarded regular provsionals and Lake Speed took the 43rd spot. NASCAR uses their descretion in awarding the final spot. Other provisionals are possible should the race be a combination event with another series, like the Winston West series with WC events at Sears Point and Phoenix and the Busch North series with BGN events. |

| Provisionals are not used in case of rain as was the case in 1997 at Richmond and Texas. In the event of rain, the top 35 positions are based on OWNER points and the rest of the field is filled by former race winner, WC Champion and based on Date/Time on the entry form for the event. |
| If a Busch Series driver also drives in the Winston Cup Series and is 35th or higher in Cup driver points he cannot take a provisional in the Busch Series. This supposedly does not apply to former BGN champs |
