notes: Steve Park was initially signed up to run the ROTY race in the #1 Pennzoil Chevy but was injured in Atlanta. Park came back at Indianapolis and may yet be a factor in the ROTY since the top 15 finishes are counted.
Tim Steele was also going to run for ROTY in the #15 Bud Moore Ford but lingering injuries from an Atlanta practice wreck have put those plans on hold, maybe 1999

Kevin Lepage failed to make the race in the #91 at the June Richmond race, drove the #96 car but didn't qualify it, so got no rookie points

LePage released from the #91 LJ Racing ride at Sears Point, signed with Roush Racing. He qualified the car, but was replaced by Tommy Kendall, who failed to make the race in the #46 car, so he got a point for qualifying the car

Based upon the best 15 races finishes(by rookie points); One point awarded to make the race(not awarded if qualifing is rained out); 10pts to highest finishing rookie, 9 for the next highest, to one point for the tenth finishing rookie; Any top 10 finish by a rookie is awarded specific points based on finish, 10 for first to 1 for a 10th place finish. Bonus points are awarded three times during a season. After the 10th, 20th and final race of the season as follows: 10pts to the highest rookie in the current WC points down to 1pt for the 10th highest; there are also discretionary points which are not explained and I have no idea how they decide these.

Also: NASCAR officials also have a 50-point bonus at the end of the season in a caucus vote by four NASCAR executives and the Winston Cup Champion.

Explanation from NASCAR Online:
"The Rookie of the Year is given to the first-year driver who earns the most points based on their finishes in relation to one another. Points are based on each driver's best 15 finishes. Bonus points are awarded for top-10 finishes and standings in the NASCAR Winston Cup points at various times during the season. Points also are awarded on a subjective basis in various areas from a special rookie panel at the end of the season. The winner is awarded $25,000."
