Rookie Changes: in 2000 the Rookie of the Year and rookie status eligibility will change. Instead of the 15 best races counting for the Rookie of the year, it'll be the 17 best races. Also a driver loses their rookie status for the following year after starting in six Winston Cup Events in the present format, in 2000 they can start in up to seven Cup races(National Speed Sport News)(7-9-1999)

Rookie Stuff: The last time a rookie has finished in the top 10 in points was 1980 when Jody Ridley did so. The last time a rookie won a race, was in 1987 when Davey Allison won at Talladega and Dover. Why do I bring this up? Because Tony Stewart is in the top 10 in points and finally won a race after flirting with it all season, winning at Richmond on Sept 11, 1999(6-8/9-11-1999)

Stewart Stuff: Tony Stewart has had such a great season that his best 15 finishes are all in the top 10 and he gets bonus rookie points for these finishes. So some of the races that are not being included, have bonus points, and they do not get included into the Rookie points.

The Highest total a rookie can get in the rookie points is 364, before the final bonus is given out, where 50 points are decided upon by the reigning NASCAR champ and a panel of NASCAR officials. How? 1 point times 34 races made = 34 points. 10 points for being the highest finishing rookie, 10 times 15 = 150. 10 bonus points for each of the 15 best finishes, being wins = 150 points. 10 points for being the highest in the rookie points at the 1/3, 2/3 and final segment of the season = 30 points. So 364 points would be the maximum in the current system before the champ and panel meet, if they award the complete 50 to the rookies, then the final maximum would be 414 points.

How the ROTY Works:

Based upon the best 15 races finishes(by rookie points);

1999 NOTE: Looks like NASCAR has changed the rules a bit. Looks like one(1) point is being awarded to a ROTY candidate for ATTEMPTING the race, NOT making the race as in 1998.

One point awarded to make the race(not awarded if qualifing is rained out)(see above);

10pts to highest finishing rookie,
9 for the next highest, down
to one point for the tenth finishing rookie;

Any top 10 finish by a rookie is awarded specific points based on finish, 10 for first to 1 for a 10th place finish.

Bonus points are awarded three times during a season. After the 10th, 20th and final race of the season as follows: 10pts to the highest rookie in the current WC points down to 1pt for the 10th highest;

there are also discretionary points which are not explained and I have no idea how they decide these.

NASCAR officials also have a 50-point bonus at the end of the season in a caucus vote by four NASCAR executives and the Winston Cup Champion.

Explanation from NASCAR Online:
"The Rookie of the Year is given to the first-year driver who earns the most points based on their finishes in relation to one another. Points are based on each driver's best 15 finishes. Bonus points are awarded for top-10 finishes and standings in the NASCAR Winston Cup points at various times during the season. Points also are awarded on a subjective basis in various areas from a special rookie panel at the end of the season. The winner is awarded $25,000."(will be $50,000 in 2000)

A driver loses their rookie status for the following year after starting in six Winston Cup Events
