Roush Racing won a battle Tuesday night against a group of more than 200 residents fighting the company’s plan to move its headquarters to Concord. Roush hurdled the first step to building its $75 million facility — a recommendation from the Concord Planning and Zoning Commission to rezone the property to allow the headquarters on U.S. 29, south of Roberta Church Road.
