NASCAR announced penalties against two drivers for their actions during the Nov. 3 NASCAR Craftsman Truck Series Auto Club 200 at California Speedway. Officials announced that Jack Sprague has been fined $5,000 and Scott Riggs $2,500 under Section 12-4-A of the NASCAR
