Rusty Penalty:

why was #2-Rusty Wallace penalized towards the end of the MBNA Platinum 400 at Dover? Rusty Wallace was in the NASCAR trailer after the race questioning a black flag that cost him in the final miles. Instead of battling Dale Earnhardt for seventh, a lap down, Wallace wound up 14th after the penalty. Wallace had been racing Earnhardt for position when the last caution came out. So just before the single-file restart Wallace passed several cars that were behind him on the scorecard, to get to Earnhardt’s rear bumper. NASCAR then blackflagged him, pointing to the 10-lap rule that sets a single-file restart inside 10 to go and that doesn’t allow anyone except drivers still on the lead lap to close up. If Wallace and Earnhardt had been on the lead lap, Wallace could have closed up; since they weren’t, he couldn’t(PitNow). Also, see the explanation at That’s Racin’ and NOL(6-5-2000)
