Fellows side of the penalty:

The Nextel Cup officials stole a top 10-finish from Toronto’s #32-Ron Fellows Sunday at the Watkins Glen AMD at the Glen. Fellows was trying to avoid a huge wreck in the chicane on the final lap of the race by cutting across the so-called “bus stop” at the Glen. “They told us in the drivers’ meeting we had to come to a complete stop if we missed the chicane,” a still steamed Fellows said yesterday. “But I wasn’t trying to gain a position I was just avoiding a wreck. Drivers go down pit lane at 180mph. on ovals to avoid accidents and they are never penalized.” Fellows was knocked to 32nd from tenth after the race by NASCAR. The worst of it was that Fellows had a top-10 car, maybe even a car capable of winning his first Nextel Cup race to go with his five wins in the Busch and Truck series.(Toronto Sun)(8-15-2006)
