National Motorsports Appeals Panel denies appeal regarding ballast offense at Texas

The National Motorsports Appeals Panel today heard and considered an appeal of a penalty issued on Nov. 7 to Ryan Bell (crew chief), Jerry Kennedy (truck chief) and Patrick Magee (mechanic), relative to the No. 35 NASCAR Camping World Truck Series team at Texas Motor Speedway.

The penalty concerns the following section in the 2018 NASCAR Rule Book: Section 20.3.4 Ballast Containers.

The original penalty assessed: Bell, Kennedy and Magee were suspended for three NASCAR Camping World Truck Series/NASCAR Gander Outdoors Truck Series Championship points events.

Upon hearing the testimony, the decisions of the National Motorsports Appeals Panel are:

1. That the Appellants violated the Rules set forth in the Penalty Notice.
2. That the Panel affirms and upholds the original Penalty assessed by NASCAR.

The panel consisted of the following three individuals:

– Mr. Richard Gore
– Mr. Kelly Housby
– Mr. Bill Mullis

The Appellants have the right to appeal the decision of the National Motorsports Appeals Panel to the National Motorsports Final Appeals Officer in accordance with Section 15 of the NASCAR Rule Book.

Original penalty report: Crew chief Ryan Bell of the #35 truck team, truck chief Jerry Kennedy, and mechanic Patrick Magee have been suspended for the next three NASCAR Camping World Truck Series/NASCAR Gander Outdoors Trucks Series Championship Points Events, through Feb. 20, 2019, for loss or separation of added ballast from the vehicle, following the race at Texas.[More](11-7-2018)
