saw this a few places – NASCAR issued a bulletin that changes the way provisional exemptions will be handed out for the rest of the year. Essentially, cars positioned in the top 25 in the car owner standings are guaranteed a starting spot in every race the rest of the year. Teams ranked outside the top 25 will have to use one of their allotted exemptions.( Augusta Chronicle / Sporting News ). This has been in place for a few seasons, don’t see what the change in policy is? From my Provisional Land page : ” If a team is in the top 25, they will not be charged a provisional. So if a team was out of the top 25 in owners points and is charged all four provisionals and then gets into the top 25, that team can still use a provisional spot because it will NOT be charged” That started a few years ago…so…???(8-4-2003)
